The Forensic Center was founded in 1973 and incorporated as a private, not-for-profit corporation in 1978.
The Forensic Center has been certified by Ohio Mental Health & Addiction Services (Ohio MHAS – Bureau of Criminal Justice and Forensic Services) and is a contract agency of the Muskingum Mental Health & Recovery Services Board. The Forensic Center provides court-ordered forensic evaluations for courts in a seventeen-county area within East-Central and Southeastern, Ohio. These counties include Athens, Belmont, Carroll, Coshocton, Gallia, Guernsey, Harrison, Jefferson, Meigs, Monroe, Morgan, Muskingum, Noble, Perry, Tuscarawas, Vinton, and Washington Counties.
The Forensic Center typically conducts Competency to Stand Trial Evaluations, Sanity Evaluations, Post-NGRI Evaluations, Juvenile Competency Evaluations, Transfer of Jurisdiction from Juvenile to the Adult Court, Mental Condition Evaluations (ORC 2919.271), and Second Opinion Evaluations-Level V and Conditional Release of ODMH forensic patients. It also provides Forensic Monitoring services through agreements with the Community Mental Health Service Boards for 10 of the 17 counties (Belmont, Coshocton, Guernsey, Harrison, Jefferson, Monroe, Morgan, Muskingum, Noble, and Perry counties) in order to help provide supervision for Forensic Patients who have been released from the hospital under the conditions of a Conditional Release Plan. The Forensic Monitor serves as a liaison between community treatment providers and the Court system, improving patient treatment and community safety.
The Forensic Center also runs an Outpatient Competency Restoration Program (OCR) for 20 rural Ohio counties. The program helps to ensure that appropriately selected Defendants are restored in the least restrictive environment, while saving the state money by not always having to use Inpatient Restoration services. In addition, the Forensic Center has the capacity to provide (1) consultation to mental health programs serving criminal justice clients (2) consultation to criminal justice programs serving individuals with mental health problems, and (3) educational sessions regarding forensic issues. The Forensic Center is governed by a Board of Trustees drawn from the areas served. The Forensic Center interfaces with the Criminal Justice and Mental Health Systems. It evaluates persons with mental health problems who are involved in the legal system.
